A state that cannot stop a machine does not govern its own people.
Today only the US government has any real power to turn off an AI model. Every other nation on earth is powerless over the systems running inside its own borders. We are asking every government to take that power, place it with an independent regulator, and say so in public.
What we are asking for
Every government must hold the legal power to suspend an AI system operating on its territory, and that power must sit with an independent regulator.
A stop power in the wrong hands is a censorship power. That is why it must be exercised on published criteria, be reviewable in court, and never rest with one executive alone.
Why now
One government holds the switch
The United States is the only state with any real leverage over the models the world runs on, because the companies that build them sit inside its jurisdiction. Every other nation on earth is powerless over systems its own citizens depend on.
The systems are already deployed
AI now sits inside hiring, policing, benefits and border decisions across the democratic world. None of those deployments came with a legal off switch anyone in the country can pull.
The window is now
Powers are easier to establish before a failure than after one. Every month without a stop power is another month of dependency written into law.
